Mr. Adam A. Makame holds Bachelor’s Degree in Applied Geology from the University of Dodoma, in Tanzania, the MSc Degrees in Petroleum Geology from the Norwegian University of Science and Technology (NTNU), Norway and Master Degree in Strategic Governance of the Dr. Salim Ahmed Salim Centre for Foreign Relations in Dar es Saalam.

Mr. Jaffer Chilala is a Certified Public Accountant (CPA-T) of the Tanzania National Board of Accountants and Auditors (NBAA). He holds a Master of Science in Accounting and Finance from Mzumbe University, Tanzania, a Bachelor of Commerce in Accounting from the University of Dodoma as well as a Diploma in International Public Sector Accounting Standards (IPSASs).
Mr. Chilala has over nine (9) years of extensive experience in Financial Management, Auditing, Planning and Administration. Before joining the Zanzibar Petroleum Regulatory Authority (ZPRA), he worked as an Internal Auditor at Zanzibar State Trading Corporation and as Chief Accountant for the Clove Development Fund Department in Zanzibar.

Mr. Mohammed Said is a director of data management at the Zanzibar Petroleum Regulatory Authority. Professionally, he is a petroleum engineer with specialization in the reservoir engineering and petrophysics. He holds a Master’s Degree from the Norwegian University of Science and Technology (NTNU) at Trondheim, Norway. He has vast experience in the energy sector through working at the Department of Energy and Minerals for more than 8 years. He has worked on policies, legal framework, contractual frameworks and the operations of upstream petroleum sector, downstream petroleum sector, power and traditional sources of energy. He holds a Diploma in Law and is practicing freelance Alternative Dispute Resolution (ADR) consultant. He is currently in the process of attaining qualifications for becoming a professional arbitrator. Reading and Poetry are hobbies that he religiously hold on to.

Mr. Mwadini Juma Khatib is a petroleum and environmental engineer with over nine (9) years of experience in the energy & oil and gas sector and over fifteen years in environmental matters. He obtained a BSc. Environmental Engineering from Ardhi University, Tanzania in 2011, MSc Integrated Watershed Management under DAAD scholarship, Kenyatta University – Kenya in 2014 and was awarded Master of Science with Distinction in Petroleum Technology (PET), Coventry University – United Kingdom in 2020. He is currently the Director of Environment, Health, and Safety at the Zanzibar Petroleum Regulatory Authority. He is, therefore, responsible for overseeing the Authority’s role of ensuring that Oil and Gas activities are safely undertaken and do not cause adverse impacts on the environment and communities.
Mr Mwadini spearheaded and was involved in the Government teams that drafted the Licensing round strategy, Blue Economy Policy, Oil and Gas Policy, Strategic Environmental Assessment, Model Production Sharing Agreement and several Regulations for Zanzibar's oil and gas industry. Previously, he worked as an Environmental Engineer with the Department of Energy and Minerals in the Ministry of Lands, Water, Energy & Environment, Zanzibar. He is engaged in various energy and environmental projects within Zanzibar - Tanzania.

Mr. Omar S. Khalfan join the Zanzibar Petroleum Regulatory Authority in October 2017 as Principal State Attorney from the Office of Director of Public Prosecutions in Zanzibar. Previously, he has also served as Senior Legal Officer under the office of Social Regulatory Authority in Tanzania. After successful accomplishments, he was promoted as a Director of Legal Service and Compliance in June 2022 and the Secretary of the Board of ZPRA. Mr. Khalfan, has been actively involved in the development of various Legal and Regulatory tools for the management and governance of the Oil and Gas sector in Zanzibar. In addition, Mr. K halfan has broad experience in Oil and Gas law, ligation and management of the administration of criminal justice and social security laws. He has more than 15 years working experience in the legal profession both in Zanzibar and Tanzania Mainland .
Mr. Khalfan, holds Master of Philosophy in Theory and Practices of Human Rights Law from Oslo University and LLB (Hons) from Zanzibar University. He is also an advocate of High Court of Tanzania and High Court of Zanzibar as well as serving into various Committee member under the Revolutionary Government of Zanzibar.

Mr. Said A. Yahya, an Oil and Gas engineer, holds a Master of Science degree in Oil and Gas Engineering from the University of Aberdeen in United Kingdom, and a Bachelor of Science degree in Electrical and Electronics Engineering from Asia Pacific University in Malaysia. Mr. Said is dedicated and results-driven Oil and Gas Engineer with more than 5 years of experience in the oil and gas and more than 3 years in Electrical sector in Zanzibar. Adept communicator with a strong commitment to environmental sustainability and regulatory compliance. Seeking to leverage my expertise to contribute to the success of a dynamic oil and gas sector in Zanzibar. He has experience in petroleum law as he has been directly involved in drafting several O&G regulations, amendment of O&G laws and Model Production Sharing Agreement in Zanzibar which will be used in the first Licensing round in Zanzibar. He currently participating fully in preparation of launching Zanzibar first Licensing round.
